U.S.%20%23Q5%201912%205%26Acirc%3B%26cent%3B%20Mail%20Train%20Parcel%20Post%20%26Acirc%3B%26nbsp%3B%20%26Acirc%3B%26nbsp%3B%20Issue%20Date%3A%201913%20City%3A%20Washington%2C%20DC%20%20Quantity%3A%26Acirc%3B%26nbsp%3B108%2C153%2C993%20Printed%20By%3A%20Bureau%20of%20Engraving%20and%20Printing%20Printing%20Method%3A%20Engraved%20Perforations%3A%2012%20Color%3A%20Carmine%20rose%20%26Acirc%3B%26nbsp%3B%20Issued%20in%201913%2C%20expertly%20engraved%20Parcel%20Post%20issues%20capture%20the%20romance%20of%20days%20gone%20by.%26Acirc%3B%26nbsp%3B%20Each%20pictures%20a%20different%20mode%20of%20transportation.%26Acirc%3B%26nbsp%3B%20The%205%26Acirc%3B%26cent%3B%20Mail%20Train%20pictures%20the%20specially%20designed%20car%20used%20to%20speed%20mail%20delivery.%26Acirc%3B%26nbsp%3B%20Look%20carefully%20and%20you%26acirc%3B%26%23128%3B%26%23153%3Bll%20see%20a%20mail%20hook%20with%20a%20mailbag%20hanging%20on%20it.%26Acirc%3B%26nbsp%3B%20Because%20trains%20didn%26acirc%3B%26%23128%3B%26%23153%3Bt%20stop%20at%20every%20station%2C%20clerks%20on%20the%20train%20grabbed%20the%20bag%20as%20it%20rushed%20past%20at%20high%20speeds.%20Less%20than%20a%20year%20after%20they%20were%20issued%2C%20Parcel%20Post%20stamps%20were%20made%20valid%20for%20all%20classes%20of%20mail%20until%20their%20supply%20ran%20low.%26Acirc%3B%26nbsp%3B%20Add%20this%20history%20to%20your%20collection%20%26acirc%3B%26%23128%3B%26%23147%3B%20choose%20mint%20or%20postally%20used%20condition.%20Railway%20Mail%20%20On%20July%207%2C%201838%2C%20Congress%20approved%20an%20act%20that%20declared%20all%20United%20States%20railroads%20as%20post%20roads.%26Acirc%3B%26nbsp%3B%20This%20would%20lead%20to%20a%20dramatic%20increase%20in%20the%20use%20of%20railroads%20to%20deliver%20mail.%20%20In%20the%201830s%2C%20businesses%20and%20individuals%20began%20to%20complain%20that%20mail%20delivery%20was%20too%20slow.%26Acirc%3B%26nbsp%3B%20At%20the%20time%2C%20it%20was%20carried%20by%20horse%20and%20stagecoach.%26Acirc%3B%26nbsp%3B%20The%20postmaster%20general%20answered%20these%20calls%20by%20authorizing%20mail%20to%20be%20put%20on%20trains%20in%20the%20early%201830s.%26Acirc%3B%26nbsp%3B%20The%20first%20mail%20carried%20by%20train%20was%20delivered%20on%20December%205%2C%201832%2C%20aboard%20a%20train%20between%20Lancaster%20and%20West%20Chester%2C%20Pennsylvania.%26Acirc%3B%26nbsp%3B%26Acirc%3B%26nbsp%3B%20%20The%20next%20major%20development%20came%20in%20May%201837%2C%20when%20John%20E.%20Kendall%20was%20made%20a%20route%20agent%2C%20marking%20the%20first%20time%20a%20clerk%20was%20appointed%20to%20accompany%20the%20mail%20on%20a%20railroad%20car.%26Acirc%3B%26nbsp%3B%20When%20the%20mail%20traveled%20on%20these%20trains%2C%20it%20usually%20sat%20unopened%2C%20waiting%20to%20be%20sorted%20at%20the%20local%20office.%20%20%20To%20improve%20service%2C%20on%20July%207%2C%201838%2C%20Congress%20passed%20an%20act%20declaring%20all%20US%20railroads%20to%20be%20post%20roads.%26Acirc%3B%26nbsp%3B%20This%20act%20helped%20increase%20the%20use%20of%20railroads%20for%20mail%20delivery.%26Acirc%3B%26nbsp%3B%20It%20also%20led%20to%20a%20significant%20decrease%20in%20the%20use%20of%20post%20riders%20and%20horse-drawn%20vehicles.%26Acirc%3B%26nbsp%3B%20However%2C%20they%20were%20still%20used%20to%20deliver%20to%20post%20offices%20that%20weren%26acirc%3B%26%23128%3B%26%23153%3Bt%20along%20railway%20routes.%26Acirc%3B%26nbsp%3B%20In%20areas%20of%20the%20country%20that%20didn%26acirc%3B%26%23128%3B%26%23153%3Bt%20have%20railroads%2C%20contractors%20delivered%20the%20mail%20and%20were%20called%20star%20routes.%20%20%20For%20nearly%2030%20years%2C%20trains%20were%20used%20to%20transport%20mail%20between%20post%20offices.%26Acirc%3B%26nbsp%3B%20The%20mailbags%20were%20loaded%20onto%20the%20trains%20and%20delivered%20to%20the%20post%20office%20where%20they%20were%20sorted.%26Acirc%3B%26nbsp%3B%20However%2C%20while%20some%20of%20the%20mail%20was%20delivered%2C%20many%20letters%20were%20returned%20to%20the%20bags%20and%20placed%20back%20on%20the%20trains%20to%20be%20sorted%20later.%26Acirc%3B%26nbsp%3B%20Several%20issues%20also%20arose.%26Acirc%3B%26nbsp%3B%20The%20post%20office%20and%20the%20railroads%20struggled%20to%20agree%20on%20a%20fixed%20rate%20for%20mail%20transported%20by%20rail.%26Acirc%3B%26nbsp%3B%20In%20some%20cases%2C%20this%20led%20to%20railroads%20refusing%20to%20deliver%20the%20mail.%26Acirc%3B%26nbsp%3B%20The%20post%20office%20felt%20the%20railroads%20were%20beyond%20their%20control%20and%20started%20to%20consider%20other%20options.%20%20%20Soon%20the%20idea%20emerged%20to%20have%20mail%20clerks%20on%20the%20trains%20to%20sort%20the%20mail%20as%20it%20traveled%20between%20towns.%26Acirc%3B%26nbsp%3B%20In%201862%2C%20the%20idea%20was%20briefly%20tested%20on%20the%20Hannibal%20and%20St.%20Joseph%20line%20in%20Missouri.%26Acirc%3B%26nbsp%3B%20Then%20two%20years%20later%2C%20Chicago%26acirc%3B%26%23128%3B%26%23153%3Bs%20Assistant%20Postmaster%20George%20B.%20Armstrong%20pushed%20for%20the%20widespread%20use%20of%20a%20railway%20post%20office%20and%20succeeded.%26Acirc%3B%26nbsp%3B%20The%20first%20mail%20car%2C%20a%20renovated%20baggage%20car%2C%20ran%20on%20the%20Chicago%20and%20North%20Western%20Railroad%20line%20between%20Chicago%20and%20Clinton%2C%20Iowa%2C%20on%20August%2028%2C%201864.%20%20%20Clerks%20aboard%20the%20train%20sorted%20mail%20not%20just%20for%20routes%20along%20the%20line%2C%20but%20also%20for%20those%20beyond%20the%20end%20of%20the%20line.%26Acirc%3B%26nbsp%3B%20This%20new%20railway%20mail%20service%20proved%20a%20great%20success.%26Acirc%3B%26nbsp%3B%20More%20mail%20cars%20were%20added%20to%20travel%20between%20New%20York%20and%20Washington%2C%20New%20York%2C%20and%20Erie%2C%20Pennsylvania%2C%20as%20well%20as%20between%20Chicago%20and%20Burlington%2C%20Illinois%2C%20and%20Chicago%20and%20Rock%20Island%2C%20Illinois.%20%20These%20trains%20didn%26acirc%3B%26%23128%3B%26%23153%3Bt%20always%20stop%20at%20every%20station%2C%20but%20those%20smaller%20stations%20still%20had%20mail.%26Acirc%3B%26nbsp%3B%20Early%20on%2C%20the%20trains%20had%20to%20slow%20down%20immensely%20so%20the%20clerks%20could%20grab%20the%20mailbags%2C%20which%20was%20both%20inefficient%20and%20dangerous.%26Acirc%3B%26nbsp%3B%20Eventually%2C%20they%20developed%20mail%20cranes.%26Acirc%3B%26nbsp%3B%20Mailbags%20were%20hung%20on%20a%20crane%20at%20stations%20that%20were%20too%20small%20for%20the%20train%20to%20stop.%26Acirc%3B%26nbsp%3B%20The%20clerk%20used%20a%20metal%20mar%20to%20grab%20the%20bag%20as%20the%20train%20passed%20at%20about%2070%20miles%20per%20hour.%20%20By%201867%2C%20there%20were%2018%20railway%20mail%20routes%20that%20crossed%20over%204%2C435%20miles%20of%20track%20with%20160%20clerks%20hard%20at%20work.%26Acirc%3B%26nbsp%3B%20They%20were%20so%20efficient%20that%20dozens%20of%20clerks%20at%20stationary%20post%20offices%20were%20fired%20or%20moved%20to%20other%20jobs%20because%20they%20were%20no%20longer%20needed%20to%20sort%20the%20mail.%26Acirc%3B%26nbsp%3B%20The%20clerks%20took%20great%20pride%20in%20their%20work%20and%20could%20sort%20up%20to%20600%20pieces%20of%20mail%20an%20hour%2C%20and%20up%20until%20the%20mid-1900s%2C%20railway%20mail%20service%20dominated%20the%20movement%20of%20the%20mail.%20%20However%2C%20as%20airplanes%20and%20highways%20expanded%20and%20improved%2C%20the%20need%20for%20railway%20mail%20began%20to%20decline.%26Acirc%3B%26nbsp%3B%20Postal%20officials%20also%20began%20to%20move%20toward%20mechanical%20processing.%26Acirc%3B%26nbsp%3B%20On%20June%2030%2C%201977%2C%20the%20very%20last%20railway%20mail%20car%20ended%20its%20final%20run%20when%20it%20pulled%20into%20Washington%26acirc%3B%26%23128%3B%26%23153%3Bs%20Union%20Station.
