%26Acirc%3B%26nbsp%3B%20Series%20Of%201917-19%20Documents%20WWI%20Era%20%20Mail%20During%20World%20War%20I%20%20On%20November%202%2C%201917%2C%20the%20first%20class%20mail%20rate%20was%20raised%20from%202%26Acirc%3B%26cent%3B%20to%203%26Acirc%3B%26cent%3B%20to%20help%20cover%20the%20cost%20of%20the%20war%20effort.%20%20Prior%20to%20this%2C%20the%20domestic%20letter%20rate%20for%20a%20one-ounce%20letter%20had%20been%202%26Acirc%3B%26cent%3B%20since%201885.%26Acirc%3B%26nbsp%3B%20However%2C%20after%20the%20US%20entered%20World%20War%20I%2C%20the%20Post%20Office%20increased%20the%20rate%20to%203%26Acirc%3B%26cent%3B%20on%20November%202%2C%201917.%26Acirc%3B%26nbsp%3B%20The%20extra%201%26Acirc%3B%26cent%3B%20per%20ounce%20was%20charged%20as%20a%20war%20tax.%26Acirc%3B%26nbsp%3B%20The%20money%20raised%20by%20this%20tax%20was%20transferred%20to%20the%20Treasury%26acirc%3B%26%23128%3B%26%23153%3Bs%20general%20fund%20each%20month.%20%20Prior%20to%20this%20change%2C%203%26Acirc%3B%26cent%3B%20stamps%20saw%20little%20use.%26Acirc%3B%26nbsp%3B%20They%20didn%26acirc%3B%26%23128%3B%26%23153%3Bt%20satisfy%20any%20direct%20rate%2C%20but%20were%20sometimes%20used%20along%20with%20a%202%26Acirc%3B%26cent%3B%20stamp%20to%20make%20up%20the%205%26Acirc%3B%26cent%3B%20foreign%20letter%20rate%20or%20with%20the%2010%26Acirc%3B%26cent%3B%20denomination%20to%20pay%20foreign%20registration.%26Acirc%3B%26nbsp%3B%20This%20change%20greatly%20increased%20the%20demand%20for%203%26Acirc%3B%26cent%3B%20stamps%20%26acirc%3B%26%23128%3B%26%23147%3B%20and%20also%20for%201%26Acirc%3B%26cent%3B%20stamps%2C%20to%20go%20with%202%26Acirc%3B%26cent%3B%20stamps%20and%20stamped%20envelopes%20already%20purchased.%20%20%20The%20new%20wartime%20rates%20meant%20the%203%26Acirc%3B%26cent%3B%20stamp%20plates%20would%20be%20used%20more%20heavily%20than%20before.%26Acirc%3B%26nbsp%3B%20Operating%20at%20full%20capacity%2C%20the%20Bureau%20of%20Engraving%20and%20Printing%20found%20its%20ink%20to%20be%20of%20poor%20quality.%26Acirc%3B%26nbsp%3B%20Most%20of%20the%20high-quality%20ink%20came%20from%20Germany%2C%20and%20World%20War%20I%20interrupted%20the%20supply.%26Acirc%3B%26nbsp%3B%20The%20ink%20contained%20so%20much%20grit%20that%20printing%20plates%20wore%20out%20in%20about%2010%20days%2C%20faster%20than%20it%20took%20to%20make%20them.%26Acirc%3B%26nbsp%3B%20Therefor%2C%20the%20Bureau%20switched%20temporarily%20to%20offset%20printing%2C%20for%20which%20plates%20could%20be%20produced%20much%20more%20rapidly.%26Acirc%3B%26nbsp%3B%20%20%20One%20of%20the%20negative%20aspects%20of%20using%20this%20method%2C%20however%2C%20was%20a%20less%20defined%20and%20somewhat%20blurry%20image.%26Acirc%3B%26nbsp%3B%20Some%20designs%20were%20modified%20in%20order%20to%20achieve%20a%20better%20impression.%26Acirc%3B%26nbsp%3B%20The%20lower%20quality%20of%20available%20ink%20combined%20with%20the%20deterioration%20of%20the%20Type%20I%20plates%20led%20to%20a%20decision%20that%20the%20plate%20dies%20would%20be%20cut%20deeper%20to%20prevent%20them%20from%20wearing%20out%20too%20quickly.%26Acirc%3B%26nbsp%3B%20This%20led%20to%20several%20different%20%26acirc%3B%26%23128%3B%26%23156%3Btypes%26acirc%3B%26%23128%3B%26%23157%3B%20of%20some%20stamps.%26Acirc%3B%26nbsp%3B%20These%20types%20have%20small%20differences%20in%20their%20engravings%20by%20which%20they%20can%20be%20identified.%26Acirc%3B%26nbsp%3B%20Later%2C%20a%20more%20satisfactory%20ink%20was%20found%2C%20and%20the%20higher%20quality%20engraving%20process%20used%20previously%20was%20re-established.%20%20After%20the%20war%20ended%20the%20domestic%20letter%20rate%20was%20returned%20to%202%26Acirc%3B%26cent%3B%20on%20June%2030%2C%201919.%26Acirc%3B%26nbsp%3B%20The%26Acirc%3B%26nbsp%3BVictory%20stamp%26Acirc%3B%26nbsp%3Bwas%20the%20only%203%26Acirc%3B%26cent%3B%20U.S.%20commemorative%20issued%20to%20pay%20the%20first-class%20letter%20rate%20during%20that%20period.%26Acirc%3B%26nbsp%3B%20%20Over%20the%20course%20of%20the%20war%2C%20many%20countries%20depleted%20their%20resources.%26Acirc%3B%26nbsp%3B%20Items%20such%20as%20food%2C%20clothing%2C%20and%20machinery%20were%20greatly%20needed%2C%20and%20the%20US%20responded%20by%20sending%20shipments%20of%20supplies%20to%20the%20war-torn%20countries%20such%20as%20France%20and%20Russia.%26Acirc%3B%26nbsp%3B%20High-value%20stamps%20were%20needed%20to%20prepay%20postage%20and%20registry%20on%20international%20packages%2C%20and%20it%20was%20decided%20to%20release%20stamps%20with%20both%20%242%20and%20%245%20denominations.%26Acirc%3B%26nbsp%3B%20The%20sudden%20demand%20for%20these%20issues%2C%20however%2C%20did%20not%20allow%20time%20for%20new%20designs%20to%20be%20prepared.%26Acirc%3B%26nbsp%3B%20So%2C%20the%20designs%20from%20the%201902%20series%20were%20used.%26Acirc%3B%26nbsp%3B%20Identical%20in%20color%20and%20design%2C%20the%201917%20issues%20can%20be%20distinguished%20by%20their%20lack%20of%20a%20watermark.%20%20%20In%201918%2C%20the%20Bureau%20finally%20found%20the%20time%20to%20prepare%20new%20designs.%26Acirc%3B%26nbsp%3B%20On%20August%2019th%2C%20the%20%242%20and%20%245%20stamps%20were%20released%20carrying%20portraits%20of%20Ben%20Franklin.%26Acirc%3B%26nbsp%3B%20In%20addition%20to%20being%20printed%20horizontally%2C%20they%20were%20also%20printed%20using%20two%20colors.%20The%20changes%20were%20made%20so%20postal%20clerks%20could%20easily%20tell%20the%20difference%20between%20these%20stamps%20and%20the%20lower%20denominations.%20%20The%20%242%20stamp%20was%20approved%20in%20dark%20red%3B%20however%2C%20due%20to%20an%20error%2C%20it%20was%20first%20printed%20in%20orange.%26Acirc%3B%26nbsp%3B%20Unfortunately%2C%20the%20error%20was%20not%20discovered%20until%20the%20stamps%20had%20been%20printed%20and%20distributed.%26Acirc%3B%26nbsp%3B%20When%20the%20Bureau%20received%20the%20proper%20ink%2C%20the%20stamps%20were%20printed%20in%20the%20intended%20color%20and%20redistributed.%26Acirc%3B%26nbsp%3B%20Collectors%2C%20however%2C%20not%20realizing%20the%20orange%20version%20was%20the%20error%2C%20stocked%20up%20on%20the%20dark%20red%20issue.%26Acirc%3B%26nbsp%3B%20Today%2C%20this%20error%20is%20extremely%20scarce.%26Acirc%3B%26nbsp%3B%20Although%20the%20shades%20of%20green%20on%20the%20%245%20issue%20vary%20somewhat%2C%20they%20are%20all%20classified%20as%20deep%20green.%20%20%20%26Acirc%3B%26nbsp%3B%20%26Acirc%3B%26nbsp%3B%20%26Acirc%3B%26nbsp%3B%20%26Acirc%3B%26nbsp%3B
